Board of Trustees Meeting

Colfax Branch
September 13, 2006
3:30 p.m.


Present:   Becky Dickerson, Teresa Myott, Peggy Bryan, and Kristie Kirkpatrick. 

Becky Dickerson, board chair, called the meeting to order at 3:45.  It was noted that Jon Kehne would be late and items needing a quorum would be delayed until his arrives.

Kristie presented the circulation statistics for July.  There was an increase of 5000 in circulation of materials, with increases in Colfax, Tekoa, St. John and Rosalia.  She noted that the 2005 July statistics were down dramatically, and there may have been a computer glitch that year. Either way, she believes July usage did improve.  The August statistics had an increase of 1834, with huge increases in Tekoa, Rosalia and St. John.  She noted that Albion had a decrease in circulation.  Database usage and volunteer hours were down significantly.

Kristie reported that the book elevator is still not repaired.  If it is not fixable, she said the library begin the bidding process and start fund raising to install a new people elevator.  The fall newsletter will have information on the elevator for our citizens.

Peggy passed out an updated Friends of WCL list.  She noted that there were seven new members.

Kristie reported on the success of Summer Reading.  Adult SR was successful with 78 finishers. Children’s SR had 629 finishers with an 85% completion rate, which was up by 115 finishers from 2005.  Kristie praised Sheri and the Branch Managers for their efforts and noted the quality programs that all ages enjoyed.  Teen SR statistics were not available.

Jon Kehne joined the meeting at 4:00. 

The minutes of the previous meeting were reviewed.  Jon Kehne made a motion to accept the minutes, Teresa Myott seconded and the motion carried.

 Peggy presented the Financial Reports; July 31, 2006 Budget Report and Account Balances Reports. She reviewed August vouchers #2098-8159 totaling $32,479.51 that were submitted in August.  She thanked Jon Kehne for reviewing and signing the August vouchers.   She presented the August 31, 2006 Budget Report and Account Balances Reports.  She reviewed the September vouchers #8160-8188 totaling $8,124.01.  John Kehne made a motion to authorize payment of the vouchers.   Teresa Myott seconded and the motion carried.  Board members signed to authorize payment.  She reported that the 2002-2005 Audit has been completed by the Washington State Auditor’s Office.  When the exit interview is completed, she will give a final report on the audit.



 Kristie expressed her sympathy to the John Tague family.  John volunteered countless hours to the Friends of WCL book sale items over the years.  He will be missed immensely and the library is adjusting to the impact of his death.  She reported that a memorial to the Friends of WCL has been sizable and will be much appreciated by the group. A lasting memorial within the library in John’s memory was discussed and. Kristie will follow up with the Friends on this suggestion.

 Kristie thanked Peggy for her efforts in her absence.  She reported that there have been some staffing issues due to illnesses, spouse illnesses, and the resignation of two staff.   The short staffing has been challenging, but she praised the efforts of the staff to operate the library smoothly. An advertisement has been placed in the paper and Kristie will be addressing the short staffing in Colfax.

 Kristie announced that the Library Supporter of the month will be the Whitman County Sheriff’s Department, with Sheriff Brett Myers accepting the award.  She praised the Department for the assistance they give the library throughout the year.  The inmates perform many tasks and jobs that are helpful and cost-saving to the library.

 Kristie gave everyone a calendar of library events for September, October & November.  She pointed out the “Meet the Artist” program.  She noted that Authors Chris Crutcher, Terry Truman and George Aguilar in November.

 Kristie discussed the Fall newsletter.  She announced that Sabrina Jones will be doing the newsletter again.  She is gathering ideas for the newsletter and welcomed any suggestions.  She also announced that WCL will be featured in ALKI magazine with an article by Sabrina Jones. 

 Peggy presented Resolution #06-06, 2006 Budget Revision.  After reviewing the revision, Jon Kehne made a motion to accept Resolution #06-06.  Teresa Myott seconded and the motion passed.  Peggy presented Resolution #08-06, 2006 Capital Reserve Budget.  After reviewing and discussion the budget, Jon Kehne made a motion to accept resolution #08-06.  Teresa Myott seconded and the motion passed.  Peggy presented Resolution #07-06, 2007 Budget.  After reviewing the budget, Jon Kehne made a motion to accept Resolution #07-06.  Teresa Myott seconded and the motion passed.  Peggy presented Resolution #09-06, for Additional 1% increase in Property Taxes in 2007.  Jon Kehne made a motion to accept Resolution #09-06.  Teresa Myott seconded and the motion passed.  Peggy presented Resolution #10-06 for Levy Certification for 2007.  Jon Kehne made a motion to accept Resolution #10-06.  Teresa Myott seconded and the motion passed.

 Kristie announced that there will be an upgrade to the library computer catalog system on October 1 & 2.  Becky asked if the new system could be demonstrated at the next meeting. Kristie will arrange for that.

 There was discussion on the date and time of board meetings.  Those present thought Tuesday’s at 4:00 pm might be a better time.  Kristie will check with the other board members on that day and time.

 With no further business, the meeting was adjourned at 5:02 p.m.  The next meeting will be on Wednesday, October 18th at 3:30 p.m. at the Colfax Library.
